Who pays the recruiter?

Always the law firms, never the candidates.

Recruiting firms enter into fee agreements with law firms that spell out the terms of compensation. Typically a law firm pays a recruiting firm 20-25% of the placed attorney's first year of salary, which is then split with the recruiter who made the placement.
