I just graduated from law school. Can I use a legal recruiter?

You can, but there's probably no point.

It's extremely rare for firms (at least midsize firms and up) to accept recruiter submissions for entry-level candidates. After all, that's what their summer programs are for--to generate their first-year associate class. If a firm IS willing to accept recruiter submissions for an entry-level position, you'll probably hear from recruiters about it anyway. You're far better off doing your own networking.
